Arsenal extend lead, Liverpool draw

A calamitous mistake by Southampton goalkeeper Artur Boruc set Arsenal en route to a 2-0 victory that sent the Premier League leaders four points clear on Saturday.

Arsenal had already hit the woodwork through Jack Wilshere and Aaron Ramsey at the Emirates Stadium when Boruc attempted to outwit Olivier Giroud with some fancy footwork inside his penalty area in the 22nd minute.

The Poland international attempted one drag-back too many, however, enabling Giroud to steal possession and stab home the opening goal.

Giroud made sure of victory with four minutes remaining, registering his 10th goal of the season from the penalty spot after Jose Fonte had been penalised for pulling Per Mertesacker’s shirt.

“It’s a very good win against a difficult team,” said Arsenal manager Arsene Wenger, whose side are only the second team to beat Southampton in the league this term.

“If they had won today they would have been level with us at the top of the league, so that shows you how good they are.”

Victory left Arsenal four points above second-place Liverpool, while Chelsea leapfrogged Southampton to third place - level on points with Liverpool - after winning 3-0 at West Ham United in the day’s late game.

Frank Lampard opened the scoring against his former club with a 21st-minute penalty after Jussi Jaaskelainen sent Oscar tumbling, and Oscar then made it 2-0 with a low drive.

Lampard made the game safe in the 82nd minute when he swept home from 18 yards.

“Today was a 90-minute performance,” said Chelsea manager Jose Mourinho. “They looked very solid from the first minute.

“We are right in there, we are not leaders, but we are right behind.”

Earlier, Daniel Sturridge came off the bench to earn Liverpool a 3-3 draw against Everton with an 89th-minute equaliser in an entertaining Merseyside derby at Goodison Park.

A brace from Romelu Lukaku had put Everton on the brink of a first win over their city rivals in seven matches, but Sturridge’s header ensured the points were shared.

“It was a terrific game. I’ve been involved in a few and they are real heart-stoppers,” said Liverpool manager Brendan Rodgers.

“We again showed our resilience and ability to fight back.”

Philippe Coutinho’s fifth-minute opener for Liverpool was swiftly cancelled out by Kevin Mirallas, before Luis Suarez restored the visitors’ lead in the 19th minute by bending a 25-yard free-kick into the bottom-right corner.

Mirallas was fortunate to avoid a red card for a knee-high foul on Suarez before halftime, but he teed up Lukaku for both the equaliser and the 82nd-minute header that put Everton in front.

Everton would have moved level on points with Liverpool if they had won, but Sturridge had the final say when he smartly headed past goalkeeper Tim Howard from a Gerrard free-kick.

Everton manager Roberto Martinez said: “To concede late on from a dead-ball situation doesn’t reward my team for how they played in the second half.”

Freshly-appointed Crystal Palace manager Tony Pulis watched from the stands as his new side overcame the dismissal of Yannick Bolasie to win 1-0 at Hull City.

Bolasie was sent off for a clumsy challenge on Jake Livermore in the 78th minute, but Barry Bannan scored from a Cameron Jerome cut-back three minutes later to give Palace a first away win of the campaign.

Victory at the KC Stadium took Palace off the foot of the table at the expense of Sunderland, who went down 2-0 at Stoke City.

Charlie Adam and Steven Nzoni scored in either half for Stoke, while Wes Brown was sent off for a seemingly clean challenge on Adam in the 36th minute, provoking a furious reaction from Sunderland manager Gustavo Poyet.

Fulham remain in the bottom three after losing 2-1 at home to Swansea City, while Newcastle United closed to within two points of the Champions League places after winning 2-1 at home to Norwich City.

Fresh Clashes Displace Over 4000 In DRC,More on http//drivhot.blogspot.com

The Mai-Mai is one of the over 45 rebel groups in eastern DRC.

Close to 5000 people have been displaced in the South Kivu Province of Democratic Republic of Congo after suspected Mai Mai fighters raided their villages.
The displaced people have now take refuge in the town of Kalima. The Mai-Mai fighters have for long been involved in gold trafficking and have exchanged fire with government forces.
The hostilities between the two sides are said to have resumed as the government forces tried to bring to an end gold trafficking in the quarries of Kitamuna in Punia territory and in the forests of Kumba in the territory of Kailo all in South Kivu Province.
Kakutya town mayor Philémon Kikobya says the number of displaced people at Kalima now stands at 4820. The mayor further revealed that more people are leaving their homes in Hambwe sector in the territory of Kailo.
He says the displaced people are now camped in the areas of Kalima, Misoke and Makundju.
The Mai-Mai is one of the over 45 rebel groups in eastern DRC. They have for long been accused of carrying out abductions, rape and murder.
The latest clashes come just weeks after the Congolese government forces with help from the United Nations Intervention Brigade, pushed the M23 rebels out of their positions forcing them to call for an end to the 20-month rebellion.

TZ insecure as 61 districts face severe food shortages

Dar es Salaam. Despite various initiatives and measures taken to improve food availability and sustainability in the country, hunger is still prevalent in some parts of the country; Drive Hot on Sunday can report.

As we bring you this special report in Tanzania, 61 districts face acute food shortage – a clear indication that more efforts need to be made to improve the food situation, especially for the country that has been bestowed with abundant and suitable land for farming.

The state of food insecurity being experienced in some parts of the country has been retarding efforts to capitalise on and commercialise the agricultural sector through the ‘Kilimo Kwanza’ initiative.

Inefficient application of science and technology in crop production among farmers as well as poor climatic conditions and the rapidly growing population, are some of the key setbacks in addressing food availability and sustainability challenges in the country, whose agriculture largely depend on seasonal rains.

Even though Tanzania celebrated the World’s Food Day at the national level on October 16 in Manyara Region, it still has a long way to go to improve food security in some parts of the country, where the problem has been recurring over the years.

World statistics on food security show that about 842 million people – roughly one in eight, suffered from chronic hunger between 2011 and 2013. Despite the fact that this has dropped down from 868 million people who suffered from hunger during the 2010-2012 season, food security is still a big challenge in both developed and developing nations.

The new State of Food Insecurity in the World, 2013 report compiled by the UN Food Agency, Fao, reveals that from 842 million people who suffered from chronic hunger in 2011-2013, 15.7 per cent of them (132.2 million) live in developed countries.

In poor countries like Tanzania, the report says hunger and poverty reduction will only be achieved with growth that is not only sustained, but also broadly shared.

“Growth can raise incomes and reduce hunger, but higher economic growth may not reach everyone,” stresses the report.

Speaking recently during the celebrations to mark the World’s Food Day in Manyara Region, Mr Stephen Wassira, the minister of State in the President’s Office charged with Social Relations and Coordination, said that in 2012/13 Tanzania managed to produce 13.34 million tonnes of food that were able to sustain the country by 112 per cent.

However, between February and March this year, the country had to import some 20,000 tonnes of maize from Zambia under special bilateral arrangements between the two countries because some parts of Tanzania faced acute food shortages.

Mr Wassira noted that the government was working out ways to curb food challenges that are facing 61 local authorities in Tanzania, including collecting enough food stocks through the National Food Reserve Agency (NFRA) and encouraging modern agricultural practices.

Dar in a panic as brutal gangs terrorize its suburbs

A string of shops raided recently in Mbezi Juu, Dar es Salaam. The city is in a bit of a panic as it witnesses a marked increase in incidents of violent crime, particularly in its not-so-leafy suburbs.

Dar es Salaam. People living and doing business in suburbs of Dar es Salaam are living in great fear following a surge in high-level crimes including murder.

Youth gangs break into homes, commit armed robbery and other forms of violent crimes, causing concerns to shop owners and households.

Many who resisted have either been killed or sustained permanent disabilities when groups of armed gangs stormed homes or businesses.

What worries most about this trend is the impunity with which the criminals are robbing people of their properties and the poor police response.

Some say it is a sign of an overwhelmed police force.

Spot check by The Citizen on Sunday show areas such as Mbezi Juu, Madale, Goba, Mbagala, Bunju, Tegeta and some parts of Tabata are notorious for the incidents.

There were shocking tales of armed robbery incidents and thefts when this paper visited some of the suburbs to establish security situation on the ground.

The shooting to death of 24 year-old shop seller Akilimali Jonathan at Mbagala Chamazi, and a similar murder of Godlisten Urio at Mbagala Rangi Tatu are the tip of the iceberg as far as crime in suburbs is concerned.

The attack by machete-brandishing gangsters of Mr Ali Masunga of Mbezi Juu who is nursing serious wounds at his home tells of hundreds of similar attacks to people living in Dar es Salaam suburbs.

Akilimali Everest, 24, was selling items in a shop on September 27 at Mbagala Chamazi when armed robbers struck and demanded to be given all the money he had.

They shot him in the chest and ransacked the shop before they sped on a bodaboda. Everest died three days later at Muhimbili National Hospital (MNH).

The shop owner, Mr Baraka Jonathan, says police came at the scene a day after the incident, and since then nothing has been done.

‘Tanzanian’ arrested in London slavery case

Police stand guard outside a block of residential flats as house to house enquiries are carried out in the area of South London on November 23, 2013 concerning the recent discovery of three women held captive for 30 years.

London. A couple accused of keeping three women as slaves in a London house for 30 years are of Indian and Tanzanian origin and two of the victims were part of a political "collective", police said on Saturday.

The two older victims involved in Britain's most notorious case of modern-day slavery are thought to have met the male suspect through a "shared political ideology" and began living with him as part of a collective, London's Metropolitan Police said.

The third victim, a 30-year-old woman, is believed to have spent her entire life in servitude in a case that has stunned Britain. Police commander Steve Rodhouse said the couple, both aged 67, were of Indian and Tanzanian origin and had been living in Britain since the 1960s.

"We believe that two of the victims met the male suspect in London through a shared political ideology, and that they lived together at an address that you could effectively call a 'collective'," he told reporters.

Police carried out house-to-house enquiries on Saturday, speaking to residents living near the house where the women were held in south London.

The exact location has not been revealed but the police operation centred on a modern, low-rise block of flats in Peckford Place in Brixton, an area known for its vibrant nightlife and large Afro-Caribbean community.

The victims are a 69-year-old Malaysian, a 57-year-old Irish woman and the 30-year-old Briton. They were freed on October 25 after one of them made secret telephone contact with a charity.

Their alleged captors, who are suspected of immigration offences as well as involvement in forced labour, have been provisionally freed until January pending further investigations.

"The people involved, the nature of that collective and how it operated is all subject to our investigation and we are slowly and painstakingly piecing together more information," Rodhouse said on Saturday.

The couple had been previously arrested during the 1970s, police revealed on Friday, without specifying on what charges.

State House Entebbe. Guards who allegedly stole Shs700 million from the President’s Office on Okello House are currently being retried over the theft.

KAMPALA- When State House Comptroller Lucy Mbonye Nakyobe told Parliament on October 30 that six presidential guards accused of stealing about Shs700 million from the President’s Office had been convicted, it was the truth, but not the whole truth.
It is true the soldiers of the Special Forces Command, had been tried and convicted by the Unit Disciplinary Court at Kasenyi in Entebbe shortly after their arrest.
The Unit Disciplinary Court was chaired by Brig Muhoozi Kainerugaba.
However, by the time Ms Mbonye testified before the Public Accounts Committee of Parliament, the story had changed.

The accused soldiers had been put on fresh trial and released on bail by another military court. They are; Mr Mark Betunga, Moses Muhangi, Gideon Tumuhimbise, Daniel Okello and two others. They are accused of stealing the money from the State House safe at Okello House in Nakasero in 2011.

Sunday Monitor has learnt that the accused soldiers had challenged their trial and conviction by the Unit Disciplinary Court in the higher court, the General Court Martial. They contended that they had been convicted without being allowed to defend themselves and that the trial court had no jurisdiction to try them.
The court martial upheld their appeal. It ruled that the Unit Disciplinary Court had no jurisdiction to try a case of such magnitude and that it had irregularly convicted the accused without a fair hearing.

The General Court Martial referred the case to the Division Court Martial at Bombo for a retrial and the suspects were released on bail.

Apparently, the disciplinary court had convicted the soldiers before they arrived for trial. Upon arrival in the court at Kasenyi, they found a judgment had already been made and it was just read out to them.

Their defence lawyer, Capt Nasser Drago, who partially represented the accused in the appeal case, confirmed the retrial. “The appeal was heard, the accused won and the case was recalled for trial,” Capt Drago said.

The accused are still undergoing the retrial at the Division Court Martial at Bombo.

“The Division Court Martial in Bombo is still handling the case. It only failed to sit this week because the chairperson was away on special duties.” Maj Robert Ngabirano told this newspaper.

Plan and execution of the theft
In September 2011, a lot of money was withdrawn from Tropical Bank and taken to State House at Okello House in Nakasero. Sacks of cash were poured into a room that was guarded by four soldiers, with two other military guards manning the entrance.
At around that time, the guards started receiving daily allowances of Shs20,000.
A source close to State House told Sunday Monitor that top government and NRM officials and some ministers’ wives would frequently come to Okello House, load some sacks of cash onto their cars and drive away.

As more people frequently flocked to pick the cash bags, the guards’ daily allowance was increased to Shs50,000 for half day.

“There was a very strong smell of money at Okello House and with the high allowance, the guards got curious. One guard called Dan decided to peep through the ventilators. He saw sacks of money on the floor heaped up to near the ceiling,” a source said.

Struck by what he saw inside, the guard alerted his colleagues. The guards then made contact with an artisan in Kisenyi suburb to make for them a duplicate key to the cash room.

The artisan came to Okello House, examined the locks and went back to make the key. On the day the money was stolen, the guards called the expert key cutter. He arrived at 10pm, opened the door to the cash room and they entered and started helping themselves with the cash bags.

They opened the first sack which contained Pounds and they ignored it.
“We saw the notes had a face of a woman and we decided it would land us into problems so we decided to look for our own notes. We turned more sacks before falling on dollars but also we did not take,” one of the guards, is quoted to have told a source.

After turning over the sacks, they saw sacks of Shs20,000 and Shs50,000 notes. Each of them picked a number of sacks they could carry before inviting the two other guards at the entrance to come and also help themselves get rich.
As excitement grew, the key cutter was reportedly heard asking how much he should take. The guards told him to carry what he could.

DPP denies receiving Museveni directive to charge Besigye, Lukwago with treason

KAMPALA- The Director of Public Prosecutions (DPP), Mr Mike Chibita, has denied receiving any directive from President Museveni to have former FDC president Kizza Besigye and Kampala Lord Mayor Erias Lukwago charged with treason after their recent detention by police for about three days.

The DPP’s denial was contained in a press statement on Friday evening, rebutting allegations against him by the Leader of Opposition in Parliament, Mr Nathan Nandala Mafabi, who was condemning the arrest and detention of Dr Besigye and Mr Lukwago as illegal.

In his full statement, Mr Mafabi alleged that President Museveni had directed the DPP to slap treason charges against Dr Besigye and Mr Lukwago.

Treason is a capital offence that attracts a death sentence on conviction.
Dr Besigye and Mr Lukwago were arrested last week by police and detained in separate places after they were blocked from addressing their supporters on the ruling of the KCCA tribunal, which recommended the removal of the Lord Mayor from office for incompetence, abuse of office and misconduct.
