Kikwete moves to improve ties with Kigali

Tanzania President Jakaya Kikwete has sent his special assistant, Prof Mark Mwandosya, to Kigali at a time when diplomatic relations between the two countries are at an all-time low.
Tanzania State House said Prof Mwandosya, who is the minister of state for Special Duties in the President’s Office, left the country on Saturday, and will be in Rwanda for a week-long official visit ‘to learn on how Kigali plans and implements social and economic services.
Dar and Kigali are at loggerheads over President Kikwete’s advice last may that Rwanda initiates talks with FDLR rebels as part of efforts to end the Dr Congo crisis.
Rwanda felt offended by president Kikwete’s advice and rejected the idea outright, saying that they cannot sit down with genocidaires (killers). The two presidents -- Kikwete and Paul Kagame -- held talks in Kampala last August over the matter.

 LONDON - A British convicted criminal was jailed for three years on Monday for plotting to kill Prince Harry.

Ashraf Islam, 31, said he had a "moral right to judge" the royal because he fundamentally disagreed with the work of the British military, of which Prince Harry is a member.

The judge at Isleworth Crown Court in London described Islam's plot as "vague and unlikely to succeed", but said he presented a risk to the public.

Islam, a Muslim convert, pleaded guilty in May to making a threat to kill the prince, the younger son of heir to the throne Prince Charles and younger brother of Prince William.

He had earlier handed himself in to police and volunteered the information about the plot, defence counsel Roxanne Morrell said.

Judge Richard McGregor-Johnson said he would not go over details of Islam's plot, but told the court during the brief hearing: "This was not a threat made in isolation.

"The examination of your computer revealed you conducted research on his (Prince Harry's) whereabouts and intentions.

"You had given the matter considerable thought."

He added: "The reason behind that is that you thought he and other serving officers had some moral guilt, and you thought you had a moral right to judge.

"I accept that there is nothing here that could be described as professional plans as to your expressed intentions.

"Your plan was vague and unlikely to succeed."

But the judge said police would have intervened had Islam, who has previous convictions for dishonesty and for involvement in an attempted robbery, attempted to carry out his plan.

Harry has served two tours of duty in Afghanistan but last month he gave up flying army helicopters to take up a desk job in the military.

WASHINGTON  — A newly-released email shows that 11 days after the killing of terror leader Osama bin Laden in 2011, the U.S. military's top special operations officer ordered subordinates to destroy any photographs of the al-Qaida founder's corpse or turn them over to the CIA.
The email was obtained under a freedom of information request by the conservative legal group Judicial Watch. The document, released Monday by the group, shows that Adm. William McRaven, who heads the U.S. Special Operations Command, told military officers on May 13, 2011 that photos of bin Laden's remains should have been sent to the CIA or already destroyed. Bin Laden was killed by a special operations team in Pakistan on May 2, 2011.
McRaven's order to purge the bin Laden material came 10 days after The Associated Press asked for the photos and other documents under the U.S. Freedom of Information Act. Typically, when a freedom of information request is filed to a government agency under the Federal Records Act, the agency is obliged to preserve the material sought — even if the agency later denies the request.
On May 3, 2011, the AP asked Special Operations Command's Freedom of Information/Privacy Act Division office for "copies of all e-mails sent from and to the U.S. government account or accounts" of McRaven referencing bin Laden. McRaven was then vice admiral.
A May 4, 2011 response from the command's FOIA office to the AP acknowledged the bin Laden document request and said it had been assigned for processing. AP did not receive a copy of the McRaven email obtained by Judicial Watch.
The Department of Defense FOIA office told the AP in a Feb. 29, 2012 letter that it could find no McRaven emails "responsive to your request" for communications about the bin Laden material.
The Special Operations Command is required to comply with rules established by the chairman of the Joint Chiefs of Staff that dictate how long records must be retained. Its July 2012 manual requires that records about military operations and planning are to be considered permanent and after 25 years, following a declassification review, transferred to the National Archives.
Last July, a draft report by the Pentagon's inspector general first disclosed McRaven's secret order, but the reference was not contained in the inspector general's final report. The email that surfaced Monday was the first evidence showing the actual order.
In a heavily blacked-out email addressed to "gentlemen," McRaven told his unnamed subordinates: "One particular item that I want to emphasize is photos; particularly UBLs remains. At this point - all photos should have been turned over to the CIA; if you still have them destroy them immediately or get them" a blacked-out location. UBL refers to bin Laden.
At the time the inspector general's report came out, a spokesman for the Special Operations Command referred questions back to the inspector general.
A CIA spokesman said at the time that "documents related to the raid were handled in a manner consistent with the fact that the operation was conducted under the direction of the CIA director," then Leon Panetta. The CIA statement also said "records of a CIA operation such as the raid, which were created during the conduct of the operation by persons acting under the authority of the CIA director, are CIA records."
In a Jan. 31, 2014 letter to Judicial Watch in response to its request for all records relating to McRaven's "directive to purge," the Pentagon's office of general counsel said it had been able to locate only document — Raven's redacted email.
Judicial Watch president Tom Fitton said Monday that the email "is a smoking gun, revealing both contempt for the rule of law and the American people's right to know."

Journalist opposed wife's travel to Ghana, court told

A journalist who is charged with killing his wife did not want her travel to Ghana, a trial court heard on Tuesday.
Moses Dola, who has denied involvement in the murder of former NTV news reporter, Wambui Kabiru, did not want her to travel on official duty, her brother said.
“My sister was supposed to go to Ghana. He said she should not go and my mother intervened telling him to let her go,” Mr Joseph Kabiru told the court.
He said he had known the suspect for some time having lived with them in Nairobi for over a month before moving out.
On the fateful day, Mr Kabiru said Dola knocked on his door at around 8am, and asked him if they could have a drink. “He told me he had quarrelled with my sister and she had left.”
REASSURE MOTHER
The witness said they went to a bar but a few minutes later, his mother called asking if everything was fine at his sister's house.
He said he handed Dola the phone and heard heard him reassure the mother that all was well.
“I had to leave as I had another engagement in Langata…I left him at a nearby bus stop.
“While in Langata at around 6pm, I received a phone call from my father who told me that my sister had been killed. I left to go and find out what had happened.”
According to the witness, Dola’s temperament changed after he lost his job and “he would spend the whole day playing video games in the house while she (Ms Kabiru) went to work.”

Police in Masaka are holding a man for allegedly sodomizing a seventeen-year-old
boy. Mr. John Sseruwu, proprietor of Kwesiima Dry Cleaners located in Muto Complex
in Masaka Town has been arrested for reportedly sodomizing a an underage boy.
It is alleged that Sseruwu, 30, committed the offence at around 12:30pm in one of
the rooms at his work place after tying the victim with ropes. The victim told
police that he had known Sseruwu for several months as his customer at the victim's
chapatti joint at Katoffaali in Kimaanya B in Masaka Town and he had promised to
get him a better job.
He went on to disclose that the two agreed to meet on Monday this week at Sseruwu's
work place so that he could take the victim to the place where he had secured him
the promised job.
The victim was however surprised that when he arrives at Sseruwu's place he only led
him to a dark room where he tied him with ropes and sodomized him. He said he tried
to shout for help but nobody turned up.
The victim ran to the police after the incident which went for Sseruwu who has
totally denied committing the offence. Masaka District Police Commander, Henry
Kavuma, who has confirmed Sseruwu's arrest has said the victim has been taken for
medical examination and that Sseruwu will be taken to court to face various charges
including defilement.

Paul Okoye, one half of the P-Square music duo, has picked 22 March, 2014 for his traditional wedding with heartthrob, Anita Isama.

A statement by his publicist, Bayo Adetu, made available to Nigeriafilms.com on Sunday confirmed this development.

According to the Mr Adetu, the wedding ceremony will be held at Aztech Arcum Events Centre, Port Harcourt, the capital of Rivers State.

Mr Adetu further explained that, “the plan for this traditional marriage has been going on for a while, but Paul and Anita needed to fix a perfect date, now we have it.”

The relationship between the lovebirds has already blessed with a son, Andre.
