Lands ministry fails to account for Shs75b

PARLIAMENT- At least $30m (about Shs75b) in donor money meant to fight poverty in urban areas cannot be accounted for, raising suspicions that officials in the Ministry of Lands could have abused it.

Ministry officials, including Permanent Secretary Ggabindadde Musoke appeared before the Public Accounts Committee (Pac) yesterday, and reportedly failed to say where the money is.

Pac chairman Kassiano Wadri said: “The urban poor project is ending in five months’ time but there is nothing on the ground. We suspect fraud in this project.”

Five municipalities received $6m (Shs14.9b) for anti-poverty projects during three years of the project.
Mr Musoke asked a Mr Joseph Walter Paddy, whom he introduced as “my project manager” to answer members queries. Mr Paddy said more than two years ago, the World Bank supported Arua, Mbale, Jinja, Mbarara and Kabale municipalities.

Pac said it will summon officials of the five municipalities to testify.

The 2012 Auditor General’s report shows that $750,000 was disbursed to the project during the year under review. However, $399,960 remained unutilised by the end of the year.

It observed that whereas $350,000 was transferred to the municipalities, the level of absorption was low. For example, Mbale, Kabale and Mbarara had balances of Shs140m, Shs154.8m and Shs135m, respectively by the close of the year.

Mr Gabindadde attributed delays in implementation to lengthy and rigid World Bank procurement plans which requires at least nine months before any procurement is effected. He blamed low absorption capacity at municipality level on delays by respective municipality contract committees to award contracts.

Baby girl ‘married’ to 3-year-old boy

Kamuli- Last Sunday, relatives and friends of two families gathered in Butamira Parish, Buyengo Sub-county in Jinja District to conduct a marriage ceremony.
The ceremony was not a usual one though; “the bride-to-be” was a six-month-old baby girl and “the groom-to-be” was a three-year-old boy.
Amidst ululations, the visibly ignorant children were given coffee beans and cowrie shells as a symbol of a covenant that binds the two for life. They were also given small pieces of millet bread mixed with sim sim to feed each other as a symbol of love and care.

The two children had been betrothed to each other. Betrothal is an arrangement of marriage of two people in the future.
According to the two children’s parents, the betrothal was pre-ordained and predicted by the spirits.

The boy’s father, who hails from Buyende District, spoke of how his son was born with two teeth and as he marked a year, the child predicted that his wife would be born in Jinja District with similar features as his and an engagement ceremony would have to be organised at birth.

The girl’s father also spoke of how his daughter, who was born with a pair of teeth, had equally foretold her husband-to-be.

However, Kamuli District police child protection officer Richard Kagoda dismissed the marriage, describing it as a mere visit by families to satisfy their psychological egos and not a marriage as the children cannot consent to it since they are still young.

Heavy gunfire heard in South Sudan capital

Juba - Heavy gunfire erupted overnight in South Sudan's capital Juba, embassies and witnesses said, saying the fighting appeared to have broken out in a barracks close to the city centre.

Statements from the US and British embassies in Juba urged their nationals to avoid unnecessary movements. The US embassy said there were "reports from multiple reliable sources of ongoing security incidents and sporadic gunfire in multiple locations across Juba".

The South Sudan Tribune however says the gunfire was caused by fighting between guards of South Sudan’s President, Salva Kiir.

“Military sources said the clashes between the Tiger special force occurred when one group predominantly of Nuer was suspicious in the deployments of the other group dominated by the Dinka, further turning the arguments into deadly clashes,” the Tribune says.

Malawi a running joke at Mandela funeral

Qunu. Malawi became the butt of some gentle humour at Nelson Mandela’s funeral yesterday, in the wake of South African President Jacob Zuma’s recent gaffe implying the small African nation was backward.

Zuma triggered a diplomatic spat in October during a speech when he sought to persuade South African motorists to accept a highway toll plan around Johannesburg.

“This is Johannesburg. It’s not some national road in Malawi,” Zuma said.

The remark left a bitter taste that still carried the potential for awkwardness when Malawi President Joyce Banda rose to deliver a eulogy at Mandela’s funeral

Her tribute was well received, and ANC deputy president Cyril Ramaphosa relieved any lingering tension when he formally thanked “her excellency President Banda of Malawi” and then paused before repeating “Yes, Malawi!” to general laughter.

“Today President Banda has freed everyone to say Malawi with great ease and President (Zuma) you can now say Malawi with the greatest of ease,” Ramaphosa added.

There was more laughter during Zuma’s own keynote address when he thanked everyone who had spoken before, and giggled when he mentioned the Malawi head of state.

Zuma’s original comment in October had resulted in South Africa’s ambassador to Lilongwe being summoned to explain the president’s remarks.

Rakai- Renowned Kampala preacher and pastor William Muwanguzu, also known as Kiwedde, has been sent to prison for impersonation and extortion.

Grade One Magistrate Suzan Awidi found Pastor Muwanguzi guilty of the two charges on December 12 in Kalisizo Town, Rakai District.

According to prosecution led by Miriam Akite, Pastor Muwanguzi deceived worshipers at Nabisere Hotel in Kalisizo Town between November 5 and 8 that he was a Catholic priest and that his name was Father Muwamba from Kenya.

He deceived them that his prayers could cure and relieve them of all their illnesses and other problems, including getting visas, employment, wealth and a host of other good things as long as they paid money to him.

The court was packed to capacity with people trying to catch a glimpse of the dramatic pastor who kept making faces in a bid to hide his identity in front of cameras.

4,000 former rebels join community

Kasese-The Uganda Amnesty Commission has reintegrated 4,000 former Allied Democratic Forces rebels in Kasese District into the community in the past 13 years, the western regional commissioner for the watchdog, has revealed.

During a reconciliatory meeting in Kasese Town recently, Fr Thomas Kisembo said the commission had received 20,400 ex-combats but could only reintegrate 4,000 due to financial constraints.

Fr Kisembo said those who were given amnesty committed crimes during the time of its establishment but not before January 26, 1986. “We still have a number of non-reintegrated reporters who are still suffering in villages,” he said.

The cleric also said they had intergrated 7,000 ex-rebels countrywide out of the 26,000, adding that they would do more but were understaffed. He said the commission has trained former rebels in vocational skills to help them generate incomes at their house hold level.

Fr Kisembo appealed to all tribes to embrace forgiveness and reconciliation. “Why can’t the younger Bakonzo, Batooro, Basongora, Banyabindi, Bamba, Bawitsi reconcile since they never participated in the previous wars that affected their tribesmen?” he asked.

Earlier, the Kasese Resident District Commissioner, Mr Milton Odongo, appealed to all the rebels still in the bush to use the commission to surrender to government for resettlement.

“We know that many of them were forced into the rebellion. Go and tell your sisters and brothers, fathers and mothers to use the existence of Amnesty Commission so that work is simple for them,” Mr Odongo said.

Two British tourists escaped an attack near Likoni Thursday morning after a grenade thrown at their vehicle failed to explode.

The tourists were headed for Amboseli National Park when the hurled grenade hit one of the vehicle's side windows.

The 7:30 am bomb scare sparked fears dumbing the Kenya at 50 celebrations in Likoni, Mombasa County.

Eyewitnesses, who spoke on condition of anonymity, told the DRIVE HOT BLOG that a lone man approached the Land Cruiser and threw the grenade before quickly disappearing into the nearby sprawling village.

This happened as the driver slowed down at Kona Mpya ya Mtongwe junction to negotiate sections of a damaged road.

“Luckily, the device just hit the side window of the vehicle and fell on the road without exploding as the lone man majestically walked away into the sprawling village,” one of the the eyewitnesses said.

The lone man had earlier been seen sitting in wait along the busy Likoni-Lunga Lunga road from 6am but none of the touts and matatu drivers that ply the Mtongwe route took much notice.

After the driver reported the matter to the nearby Inuka Police Station, officers rushed to the scene and sealed off the area and had a hectic time controlling the huge crowd of curious onlookers.

The driver seemed shaken on realising the magnitude of the incident. He, however, proceeded on with his journey, taking the tourists from Diani in the South Coast to the national park.

At 10am, bomb expert Senior Sergeant Salim Mwalonya arrived and using two sacks filled with sand were laid round the grenade to act as barriers when detonating the device.

The busy road was temporarily closed down and onlookers were pushed more than 100 metres away from the bomb scene.

The impact on detonation caused the sand in the two sacks to be scattered in a radius of over 50 metres and the loud bang could be heard as far as the Kenya Navy headquarters.

In jubilation, the crowd carried the bomb expert shoulder-high, praising his courage and the way he dealt with the dangerous device.

Speaking to the media at the scene, Likoni OCPD Robert Murithi said the police had launched a manhunt for the suspect.

“We have started intense investigations and manhunt to get the culprit and we are confident we will soon make a breakthrough,” he said adding that they had received good leads from members of the public.

Because of this month’s festivities, Mr Murithi said they have intensified patrols within Likoni to ensure there were no ugly incidents.
